Enmasse CEO Mark Dean introduces a module on optimising respect as an active bystander.

What is a "Bystander"?

A bystander is anyone who witnesses inappropriate, harmful or unsafe behaviour – but is not directly involved. In the workplace, bystanders play a critical role in shaping culture. When empowered with the right tools and support, they can step in safely and effectively to prevent harm, support colleagues, and promote a respectful environment.

Why bystander action matters

Bystander action helps prevent bullying, harassment and discrimination before they escalate. Training employees to recognise, respond and intervene builds safer, more respectful and compliant workplaces.

Up to 60% of employees say they have witnessed bullying, harassment or discrimination in the workplace.

*CIPD, 2021; EEOC

Employees who receive bystander intervention training 60-70% more likely to take action when they witness harmful behaviours.

* Journal of Interpersonal Violence, 2022

When harmful behaviours are not addressed early, they are three times more likely to escalate into serious grievances or legal claims.

* Harvard Business Review, 2019)

What is the Bystander Index?

Track real behaviour

Capture how people respond to bullying, harassment and exclusion – not just what they say they would do.

Reveal hidden patterns

Surface the silent norms, barriers and enablers that shape your workplace culture beneath the surface.

Measure change over time

Monitor shifts in confidence, action and safety with repeatable insights that link to training and strategy.

Turn data into action

Use insights to design targeted learning, leadership conversations and culture interventions that work..

Bystander Index benefits

Because culture change needs more than opinion surveys. The Index provides a real, measurable picture of how safe, confident and empowered your people feel to take action.
